Local committee Chairs
If you are in Australia you can also reach out to the Chair of your nearest local Area Network. Each of the Chairs acts as a point of contact for local Member enquiries and helps ICAS deliver a calendar of events and opportunities to engage, inspire, inform and connect CAs.
Billy Meston (Perth Chair)
Billy is a Partner with PwC in Australia, based in Perth. He has been a partner since January 2008 following his move from the UK. Billy has been working with private, entrepreneurial and not-for-profit organisations in Australia and the UK since 1994.
He specialises in external audit, corporate governance, process and performance improvement, strategy, valuations, mergers and acquisitions, national and international expansion.
Billy leads the assurance practice of The Private Client Group within PwC in Western Australia.
He is a Director and Trustee of the Australian Defence Force Assistance Trust, where he is Chairman of the Audit, Finance and Investment Committees. Billy also sits on the Committee of The 500 Club, WA.
David is a partner with PwC based in Sydney. He has been a partner since July 2014 and has been with PwC in Australia since 2004.
David specialises in Financial Assurance and has supported his clients through the provision of financial statement audits, accounting advice, design and implementation of internal controls frameworks, finance function effectiveness programmes and deals support. He has significant experience across a number of industry sectors, including Industrial Products, FMCG, Agribusiness and Pharmaceutical and has worked with both public and private multi-national companies in Australia, the UK and the US.
David leads the Assurance Graduate and Trainee programme for PwC in Sydney and also leads workstreams within PwC’s Innovation and Disruption of Assurance.
David is Chartered Accountant and member of both the Institute of Chartered Accountants of Scotland and the Institute of Chartered Accountants Australia and New Zealand. He has a BA (joint) Hons in Accounting and Economics from the University of Strathclyde (Scotland) and is a graduate of INSEAD’s Executive Education programme.
Ken Weldin (Melbourne Chair)
Ken is a Partner in the Audit and Assurance practice of our Melbourne office. Ken brings an understanding of how complex groups work, the ability to work in and around the Boardroom and C-suite and from that, to cover the technical requirements of your external reporting requirements.
With over 20 year’s professional experience in the UK, US and Australia including time in commercial financial roles in industry, he understands the importance of ‘the Right Information, of the Right Quantity, of the Right Quality and at the Right Time’ in informing corporate decision making and financial reporting outcomes.
Ken holds an MBA where he focused on Corporate Governance and Board Performance and Director Induction matters in particular and is a Fellow of the Governance Institute of Australia (formerly Chartered Secretaries Australia), gaining the leading corporate governance qualification in Australia.
He is a recognised subject matter expert in corporate governance and experienced practitioner in providing tailored governance, risk and compliance solutions in both the public and private sectors, drawing upon learnings from his role as lead external auditor to some of Australia’s largest entities.
Ken is a published author on the topic of corporate governance and frequent lecturer on key themes as well as serving on the Governance Institute’s National Legislation Review Committee as an active member of a number of working parties providing comments to regulators and standard setters.
Ken’s recent work has focused on the role of culture and conduct in corporate decision making.
Global Accounting Alliance
ICAS is a founding member of the Global Accounting Alliance (GAA), formed to provide thought leadership on accounting issues, coordinate interaction with regulatory bodies and use the combined knowledge of accountants around the globe in the public interest.
One of the founding objectives of the GAA was to help members access overseas support and value adding services. The GAA Passport Programme enables members working and looking to work in GAA Member Body jurisdictions to obtain access to specific local member support services.
