About the Business Policy Committee
Nearly 2/3 of our working members work in business. Our Business Policy Committee consists of senior members who either work in, audit or advise, business, ranging from large to small.
Business Policy Committee remit
To represent both member views and the public interest on business policy issues by developing thought leadership/guidance and making representations to stakeholders.
Our business policy positions are set out below, with overarching Technical Policy Board policy positions shown in brackets:
- Building trust in business.
- Easier access to funding for SMEs and support for a private sector led recovery (promoting enterprise).
- Create a positive environment for business and enterprise through better regulation and clear principles (better regulation, principles not rules).
- Promotion of sound corporate governance (sound governance).

Michael McKeon (Convener)
Mike retired as an executive director and CFO of FTSE 100 Severn Trent plc in March 2015 having served almost 10 years in the role and a total of 15 years as a public company CFO. During his time with Severn Trent, Mike was engaged in the wider debate on future regulatory change in the water sector and how the industry is to be funded. Mike has extensive international business experience, having worked overseas for CarnaudMetalbox, Elf Atochem and Price Waterhouse. He returned to the UK in 1997 working for Rolls Royce Plc from 1997 to 2000 in various senior roles including Finance Director of the Aerospace Group.
He is currently a non-Executive Director and Chair of the Audit Committee at National Express Group plc. He is also Senior Independent Director and Chair of the Audit Committee of the Merchants Trust plc.
Alan is the Finance Director of Severfield plc, a UK steel construction business, listed on the London Stock Exchange. He has held this position since 2010. He has experience of UK and global businesses, ensuring appropriate levels of financial management, control and governance in these businesses.
Alan was previously at Smiths Group plc where he held various roles in the UK and Japan over 15 years. His last role was Finance Director of Smiths Detection, one of 5 divisions of the group, with turnover of £500m and 90% of its operations outside the UK.
Current appointments include Non-Executive Director of Johnson Matthey PLC since January 2011, of Croda International Plc since July 2011 and of The Weir Group PLC since December 2011. He joined the board of Marshall Motors Holdings in early 2015 prior to its admission to AIM in April 2015. He chairs the Audit Committees at each of these companies and is the Senior Independent Director at Johnson Matthey and Marshall Motors.
Past experience includes extensive international financial management and board experience gained in a broad range of industries. Alan was Chief Financial Officer and a Director of Lonmin Plc until December 2010. Prior to that he was Group Finance Director of The BOC Group until it was acquired by the Linde Group in 2006. Before then he spent 22 years in a variety of roles at Inchcape plc, including 6 years as Group Finance Director from 1999.
Chris G A Fletcher
Chris has two non-executive directorships of listed investment companies based in England, was elected in 2012 to the board of the Association of Investment Companies (trade association) and became in 2011 a non-executive director of one private company (Spark Energy Ltd) based in Scotland, supplying energy. He is actively involved in early stage company investments, and volunteered to act as a business mentor through ICAS.
Previously, Chris was Head of Retail Investments and chief executive of three regulated subsidiary companies of Baillie Gifford & Co. He was a partner in KPMG Edinburgh until 1997 with broad experience in various professional fields including consultancy, audit, corporate finance with related UK tax, and forensic accounting. He also holds various charitable roles including the National Trust for Scotland Finance Committee for 17 years, latterly as convenor, and is now trustee of the National Museums of Scotland.
Colin is a senior audit partner based in Glasgow. He led the Deloitte Audit practice in Scotland & Northern Ireland (2008-14), having previously headed the Risk & Internal Audit business from 2003 to 2008. Colin is also one of Deloitte’s national risk partners for audit and corporate finance, and is the second partner on a number of public interest clients. He has over 25 years of experience, covering a wide range of clients and industries, ranging from support services and consumer related business to construction and food and drink. These clients have significant global operations in the US, Europe, Middle East and APAC, and he has worked with his clients on public market transactions across multiple jurisdictions.
Paul is Chairman of Shepherd and Wedderburn and is a corporate and restructuring partner. He is also a licensed Insolvency Practitioner with over 25 years' experience in the area. He works in the Energy and Financial sectors and has a particular specialism is complex restructuring and insolvency work involving the application of his wide range of banking, insolvency and corporate experience. Paul also acts as a reporter to the Court of Session in Edinburgh on significant corporate transactions. He is a founder member of and active in S & W’s international network, the World Services Group.
Nick is co-founder of Volvere plc (AIM: VLE) which raised £3.4m via IPO in 2002 to invest in turnaround opportunities. Volvere acquires controlling equity stakes in distressed companies, works closely with management to improve performance and ultimately achieve an exit. He is responsible for operating activities of group companies (as Chairman, NED or CEO where necessary), group financial management, control and reporting, regulatory compliance, identifying targets and due diligence.
Previous experience includes COO of DDL Limited (an FSA regulated private equity fund), Non-executive Director of Directex Realisations plc (AIM: DXR), an AIM-listed shell with a number of legacy issues following a period of asset disposals and Corporate Development Director, Clyde Blowers PLC. He qualified with PwC.
Grant is Head of Group Finance for Anglia Farmers Limited, the largest agricultural purchasing group in the UK with a turnover in excess of £250 million. He was previously Finance Director at Luton Town Football Club, Group Finance Director & Company Secretary at Total Produce Ltd (AIM listed) and before that, Emmett UK Ltd and G S Shropshire Holdings Ltd, both large private companies in the fresh produce sector. He was a Senior Audit Manager with Ernst & Young (London) and qualified with Henderson & Loggie. He was Honorary Treasurer of The St Andrew’s Golf Club for 5 years.
David F Miller
David is an Audit Partner at Grant Thornton UK LLP, London. He specialises in Listed and AIM listed companies and large international groups in technology and other sectors. He has significant experience in IFRS, UK GAAP and corporate governance matters. He was previously an Audit Partner in KPMG’s Information, Communication and Entertainment Practice (1997 – 2001). He is also a past Chairman of Scottish Chartered Accountants’ Benevolent Association.
Todd Nugent has been an executive director of the independent merchant bank Noble Grossart since 2000. His work involves corporate advisory roles in a range of assignments including fundraising for public and private companies, mergers, acquisitions and disposals, management buyouts and corporate restructuring.
Todd has been with Noble Grossart for 20 years having previously worked with Morgan Grenfell and KPMG, where he qualified as a CA with ICAS in 1991.
Ross Paterson is the Group Finance Director of Stagecoach Group plc. Stagecoach is a FTSE 250 company with annual revenue of over £3 billion. It is a leading public transport operator with operations in the UK, continental Europe, the United States and Canada. Prior to becoming Group Finance Director in May 2013, Ross was Stagecoach's Director of Finance & Company Secretary from 2007, with responsibility for treasury, corporate finance, City relations, financial reporting, internal audit and the company secretariat.
He joined Stagecoach in 1999 and has since held various senior finance and company secretarial roles. Prior to joining Stagecoach, Ross worked at Arthur Andersen from 1993. In connection with his role at Stagecoach, Ross has been a director of Virgin Rail Group since 2002.
Eleanor is the Director of Business Support at Scottish Enterprise. In this role she is accountable for the appraisal and payment of large grants across Scotland including the £50m annual budget for RSA and Training+ grants, as well as managing all other grants to companies. She is charged with making it easier for companies in Scotland to work with Scottish Enterprise and part of the wider leadership of Scottish Enterprise. Previously she was Head, Proof of Concept Programme Innovation Directorate, Scottish Enterprise and worked in a variety of public sector roles including: assessing loans and equity investments for SMEs. She qualified with KPMG in 1982.
