About the opportunity

Due to movement within our Regulatory Standards division, we have the rare opportunity to be looking for a new Director of Regulatory Monitoring. This period of change has offered the chance to review the structure of how we can operate at our optimum and this role will play a key part in developing the team further. This is an exciting opportunity for someone to join us help shape the way forward, dealing with internal stakeholders, government, and Firms.

As a senior leader, reporting to the Executive Director of Regulation, the Director of Regulatory Monitoring has responsibility for all of ICAS’ regulatory monitoring functions.

Ensuring that all regulatory monitoring is in accordance with the applicable processes (whether set out in legislation, or ICAS’ Rules, Regulations, and internal process documents). This requires management of the Regulatory Monitoring Team and may sometimes require active involvement in monitoring visits.

The Director of Regulatory Monitoring will be expected to contribute to, and frequently lead, the development and implementation of ICAS regulatory policy insofar as it relates to regulatory monitoring (and any incidental activities), and to drive forward all related initiatives, including the successful implementation of recommendations from oversight regulators.

Who we need

We need a qualified Chartered Accountant with significant post-qualification experience in audit, ideally with leadership experience. General practice experience would also be desirable, as would be knowledge of the regulatory landscape which impacts the accountancy profession. (e.g. anti-money laundering)

The role has a real emphasis on communication – written and oral – with the expectation that as Director of Regulatory Monitoring you will be able to deal confidently and professionally with a variety of individuals and provide clear and concise reports and presentations.

We are looking for great people management skills, both from a team and stakeholder perspective. You should have the ability to build and maintain relationships with a broad range of key stakeholders, members, firms, regulators and governance bodies and to offer influence on behalf of ICAS.

You will be able to think strategically, with a focus on continuous improvement whilst maintaining detailed knowledge of various regulatory schemes. Each scheme will have an evolving regulatory background, with its own oversight regulator. There will be a need to identify, develop, and implement different strategies for each, and to avoid any concerns over quality.

Principal accountabilities:

  • Managing Regulatory Monitoring Team ensuring that all regulatory monitoring visits are planned, undertaken, and followed up
  • Identifying, pursuing and actioning appropriate improvement initiatives
  • Contributing to (and where appropriate, leading) the development and implementation of the ICAS Regulatory Plan, driving innovation
  • Key report into the Authorisation Committee and Regulation Board, and main point of contact for oversight regulators in respect of monitoring issues
  • Budget-holder for the regulatory monitoring function, with associated responsibilities
  • Key contact with other professional accountancy bodies in respect of regulatory monitoring and associated issues, including attendance at meetings and membership of forum groups
  • Responsible for the communications strategy, ensuring that all content is relevant, informative, and accessible
  • Devising and supporting developmental regulatory initiatives to promote high standards across ICAS’ regulated population, working closely with the wider Regulation team
  • Identifying, pursuing and actioning appropriate commercial opportunities for ICAS to outsource the knowledge, skills and experience of the Regulatory Monitoring Team
